Matthew T. Butler

Matthew joined Waggoner in 2023 as President and Chief Executive Officer. He is primarily responsible for managing the company’s day-to-day affairs, accelerating firmwide operational performance, and overseeing the transformation of the company’s business model in collaboration with leaders from across the firm.

A senior executive with over 30 years of experience, he has helped transform large engineering and construction firms into recognized infrastructure and environmental leaders. 

Zach Adams, EDFM

Zach has been with Waggoner since 2007. He  shares responsibility for several major planning projects and is a registered Economic Development Finance Professional (EDFP). Zach has over a decade of experience involving compliance with Community Development Block Grant (CDBG) requirements, economic development site certification, and Financial Capability Studies.

Hunter Arnold, PE

Hunter is passionate about reaching goals, teamwork, and collaboration. A longstanding leader in the engineering industry, Hunter thrives on mentoring others, watching their growth, and building the next generation of engineers to impact society positively.

Hunter embraces ideas that transform communities, add jobs, and build upon and move beyond the agricultural heritage of the Southeast – strategies that develop partnerships and collaboration that deliver answers to problems and overcome obstacles to build on for future generations.

Hunter is the past president of the Mississippi Engineering Society and was named Engineer of the Year by the group in 2013. He has also served as chair of the American Water Works Association – Alabama/Mississippi section.

Misty Biard

Misty has worked as an accountant for engineering and disaster recovery firms for over 15 years, joining Waggoner in 2011. As Chief Financial Officer, Misty provides management and operational support.

Misty also assists the Leadership Team on all strategic and tactical matters related to budget management, cost-benefit analysis, financial and operational forecasting, and cash management. She received her BA in Accounting from Mississippi College and her MBA in Accounting from Millsaps College.

David Burton, PMP, PWAM

David joined Waggoner in 2020 with extensive experience in engineering studies, construction, inspection, surveying, condition assessment and project management, emphasizing water and wastewater collection, conveyance, and distribution.

David was promoted to Area Manager of Alabama in October 2022 and has led Waggoner’s Birmingham, Alabama office since then.

Jonathan Charbonnet, PE

Jonathan oversees operations while playing an instrumental part in mergers and acquisitions integration, executing and driving value creation, ensuring financial targets are met or exceeded, and promoting company culture.

Jonathan has over 24 years of experience in the architectural, engineering, and construction industry, specializing in program, project, and construction management. He has served as a resident or project engineer on countless initiatives and has extensive project and design management experience for large infrastructure capital improvement programs.

Lesley Davis

As Waggoner’s Chief Marketing Officer, Lesley oversees the firm’s entire marketing operations, from sales, brand positioning, and communications to Waggoner’s overall revenue growth strategies.

She began her career as a Marketing Writer, progressing to Proposal Manager, Marketing Director, and Integrated Account Executive at a boutique, research-driven marketing agency specializing in crisis, hospitality, healthcare, and higher education. As an integrated account executive, she led various marketing efforts for clients ranging from Fortune 500 companies to locally-owned, small businesses.

She has over 15 years of experience in marketing, including brand strategy and oversight, public relations, crisis messaging, crisis monitoring and reporting, proposals, website updates, SEO, social media updates, graphic design, and other marketing materials for a vast array of projects.

 

Kenny Ferachi, PE

Kenny has 22 years of progressive experience in the civil and environmental engineering field. His experience includes client management, contract management, hydraulics and detailed civil/environmental engineering design. He is directly involved with the daily implementation of projects and the overall management and operations of the water market sector. 

 

Tracy Huffman, PE, PLS

Diligence, creativity, and passion for finding solutions describe Tracy as Senior Vice President of North Mississippi, Arkansas, and Tennessee, led by our Hernando office.

In his work with regional infrastructure development, Tracy doesn’t shy away from challenges when there’s no apparent solution; he rolls up his sleeves and works with clients to create one.

In an era of limited funding for critical infrastructure, Tracy’s clients agree that he explores virtually every option of funding sources, from grants to loans, finding creative ways to develop alternative engineering plans when funds are difficult to obtain. Tracy uses his experience to design site developments, water and wastewater infrastructure, master plans, transportation plans, roadways, and structural and aviation projects.

Scott Phillips

Scott has over 36 years of experience consulting in the civil and environmental engineering industry, including water resources, water treatment, ecological studies and regulations, utilities, and construction.

He served in senior management and executive roles in small and large national and international firms. He led federal and industrial practices that produced over $100 million in annual revenue.

John Rounsaville, JD

John originally joined Waggoner in 2010 and was appointed Chief Strategy and Growth Officer in 2023, providing strategic guidance and support for project planning, development, and execution to clients.

He works to identify and formulate policy alternatives and solutions at the state and federal levels to advance client objectives. He assists in sourcing and leveraging financial resources to facilitate project implementation.

Miles Williams, PE

Miles is responsible for program and project management, design and plan preparation oversight, client liaison, project estimating and budgeting, and contract negotiations.

He has over 30 years of technical and management experience, emphasizing various transportation and infrastructure-related projects.

He joined Baton Rouge-based Sigma Consulting Group in 1990, serving as president since 2003, managing the firm’s day-to-day operations.

Miles is active with the Louisiana Engineering Society, currently serving as the Legislative Committee Chair. He has also served on the Baton Rouge Chapter’s Board of Directors.
