Zach Gramling
Maintenance Foreman
Zach is the Maintenance Foreman in Manchac’s Bossier City office. His experience includes the maintenance of water and sewer main repairs, valves, fire hydrants, and water service lines. He has over 13 years of experience in the maintenance and operation of equipment and works closely with our engineers to complete projects. He is responsible for the day-to-day maintenance operations for the City of Bossier City’s Public-Private Partnership with Manchac.

Todd Thompson, II
Construction Manager
Todd serves Manchac Consulting Group as Construction Manager. He is a 2015 graduate of Louisiana Tech University in Ruston, with a Bachelor of Science degree in Construction Engineering Technology and Business Administration. Todd is responsible for the day-to-day management of inspections, reporting and progress of all water and wastewater construction projects for our Bossier City office. His previous experience includes construction management and field engineering for a drainage, sanitary, pressure and trenchless pipe construction and manufacturing company.

Stan Miller
Senior Operations and Maintenance Specialist
Stan has over 24 years of experience in municipal utility management, daily operations, process optimization, asset management, and regulatory compliance. He works with public and private utility owners in managing personnel, department budgeting, education and training. He is Class IV Certified by the Louisiana Office of Public Health, Engineering Section, in all disciplines of Water and Wastewater. He provides water and wastewater operations and maintenance consulting support that drastically improves daily operations for our clients.

Robert Abshire
Resident Project Representative
Bobby serves as a Resident Project Representative for Manchac Consulting Group’s Lake Charles and Calcasieu Parish projects. He has more than 40 years of construction experience that he gained as former owner of two construction companies. Bobby is currently working as Resident Project Representative on projects ranging from major roadway construction containing large diameter drainage and utility relocations, to wastewater lift station rehabilitation projects that include structural and mechanical upgrades.

Kenny Ferachi, P.E.
President
Kenny is a registered professional engineer with more than 22 years of progressive experience in the civil and environmental engineering field. Kenny is co-owner and President of Manchac Consulting Group. He is a graduate of Louisiana State University with a Bachelor of Science degree in Civil Engineering. Kenny’s experience includes client management, contract management, hydraulics and detailed civil/environmental engineering design. He is directly involved with the daily implementation of projects along with the overall management and operations of Manchac Consulting Group. He is a registered professional engineer in the Louisiana, Mississippi, Alabama, Florida, South Caroline and North Carolina.

Keith Shackelford, P.E.
Senior Project Manager
Keith is a Senior Project Manager, with over 48 years of experience, in Manchac’s Baton Rouge office. He holds a Bachelor’s of Science degree in Civil Engineering from Louisiana State University. His career has focused on potable water and wastewater projects. Keith has performed over 23 engineering valuations (appraisals) for various water and sewer systems for both arm’s length and expropriated acquisitions. Keith also has a vast amount of experience in utility relocation. He was the utility relocation coordinator for the $700M dollar East Baton Rouge Parish Green Light Program.

Justin Haydel, P.E.
Chief Executive Officer
Justin is a registered professional engineer in Louisiana and Arkansas. He has more than 37 years of experience in civil and environmental engineering. He is co-owner of Manchac Consulting Group and serves as Chief Executive Officer. Justin graduated from the University of Louisiana at Lafayette in 1984 with a Bachelor of Science degree in Civil Engineering. Currently involved in the day-to-day management of Manchac Consulting Group, Justin continues to manage projects and provides expertise in master planning, project financing, engineering design, project management and construction.

Josh Fontenot, P.E.
Senior Project Engineer
Josh is our Southwest Louisiana operations leader and one of Manchac Consulting Group’s Senior Project Managers. He holds a Bachelor of Science in Civil Engineering from Louisiana State University and serves our Lake Charles office as a registered Professional Engineer with over 12 years of experience in civil and environmental engineering. Josh’s experience includes planning, designing, and providing construction administration services for drinking water, wastewater, drainage, site development, and roadway infrastructure projects across the State of Louisiana. He is directly involved with the daily implementation of projects along with client and contract management for the Southwest Louisiana Region.

Joshua Corrao
Division Manager of WWTP and Environmental Affairs
Joshua is the Division Manager of WWTP and Environmental Affairs in our Bossier City office. He is responsible for the day-to-day plant operations, personnel decisions and business management of two treatment plants as well as the permits and inspections of Bossier City’s Pre-treatment Department. He holds a Bachelor of Science degree in Electrical Engineering Technology from Louisiana Tech University. Prior to joining Manchac, Joshua worked for the City of Shreveport as a Senior Electrical Instrument Tech (EIT) where he was responsible for the maintenance of plant operations including instrumentation, PLCs, valves, pumps, and motor control equipment. Joshua has obtained both the Louisiana Department of Health (LDH) Class IV Water and Wastewater Certifications in Treatment, Production, Collection and Distribution. Mr. Corrao also serves as the Superintendent and Plant Manager at the Greenville Wastewater Treatment Plant in Greenville, MS. In Mississippi, he holds a Class II and IV Wastewater Treatment Certification.

Jordan Simon, MS, P.E.
Project Engineer
Jordan serves as a Project Engineer in Manchac’s Lake Charles, Louisiana office. He holds a Masters of Science in Civil Engineering from the University of Louisiana and is a Louisiana licensed Professional Engineer (LA No. 44749). Jordan is currently working on several projects where he is providing support with hydraulic models, site design, data collection and pump curve design.
Andrew Alleman MS, P.E.
Project Engineer
Andrew is a registered Professional Engineer with the state of Louisiana as well as the state of Texas. He is a graduate of Texas Tech University where he received his Master of Science and Bachelor of Science in Environmental Engineering. He has experience in condition assessment, asset management, trenchless sewer rehabilitation technology, pump station design and sewage conveyance design. His projects roles have included installing sewage flow monitors in the field, designing infrastructure as a project engineer and leading teams to reduce sanitary sewer overflows (SSOs) as a project manager. At Manchac, he serves clients by providing consulting services to help cities and utilities manage their sewer assets in more efficient and effective ways and provide solutions to their challenges. His goals are to help the utilities and cities serve their customers excellently while protecting the environment. Andrew also holds his PACP, MACP and LACP certification.

Johnnie Knobloch
Marketing and Human Resources Coordinator
Johnnie serves as the Marketing and Human Resources Coordinator for Manchac Consulting Group. She has six years of regional experience in office management, marketing, proposals and event coordination. She is a graduate of Louisiana State University with a bachelors degree in Mass Communications: Public Relations and a minor in Business Administration. Johnnie is responsible for proposal management, marketing, and coordinating internal and external events. She also oversees all human resources and insurance policies.

John Armstrong
Lift Station Division Manager
John is our Manchac Division Manager for the Lift Station Department for the City of Bossier City. He is responsible for the operation and maintenance of over 117 sewer lift stations, and he also assists with all other city departments as needed. Before joining Manchac, John worked with the City of Bossier City’s Utility Department for over 24 years as an Electrician Supervisor. He is well versed in the operation and maintenance of the City’s sewer lift stations, sewer treatment plants and water plant. John is Class IV Certified by the Louisiana Department of Health (LDH) in Water Distribution and Wastewater Collection.

Glynn Grant
Construction Inspector
Glynn joins Manchac’s Bossier Office as a Construction Inspector. He is responsible for the day-to-day construction inspection for the Innovation Drive Water and Sewer Main project for the City of Bossier. He has over 40 years of experience in roadway, drainage and water system projects. In addition to roadway construction inspection, his experience includes traffic engineering, materials sampling and testing and roadway design using computer aided drafting.

Frank Titus, P.E.
Senior Project Manager
Frank serves in Manchac’s Baton Rouge office as a Senior Project Manager with 34 years of experience. He holds a Master of Science in Environmental Engineering from the University of Texas and a Bachelor of Science in Civil Engineering from the University of Delaware. He is a licensed engineer in the State of Louisiana, and his experience includes drinking water, wastewater, drainage, site development and roadway infrastructure projects.
Frank has proudly served our Country as a U.S. Naval Officer with responsibilities as a Project Engineer, Facilities Engineer and as Company Commander in the Naval Mobile Construction Battalion (Seabees).

David Wyllie
Resident Project Representative
David serves our Bossier City office as a Resident Project Representative. He rejoins the Manchac Team from Atakapa Services, LLC where he was responsible for subsurface pipeline inspections and lateral launch operations for sanitary and storm sewer lines in Lake Charles, Louisiana. Mr. Wyllie has also previously served the water and sewer division and performed CCTV operations for the City of Bossier City. He worked for the City of Bossier as a Lift Station Technician, where he was responsible for maintaining a service route with 26 wastewater lift station locations. David is a retired U.S. Air Force Veteran, where he served our Country for 24 years.


David Pinter
Resident Project Representative
David has over 13 years of construction-related project experience including commercial electrical work, municipal water and sewage construction inspection, and property standards inspection, where he enforced City property ordinances in accordance with ICC, AACE and other State and Federal property codes. David also has training in electrical troubleshooting and maintenance and blueprint reading. Since 2004, he has served our country as a member of the United States Navy where he performed construction services. He presently serves as an Aircraft Engine Mechanic in the U.S. Air Force Reserves. He is currently pursuing a Bachelor’s degree in Electrical Engineering Technology at Louisiana Tech University. David is stationed in our Bossier City office where he is working as a Resident Project Representative performing field service operations for projects currently under construction.


Daren Fortenberry, MBA
Senior Utilities Consultant
Mr. Fortenberry has been with Manchac Consulting Group for more than five years. He is currently the Water Treatment Division Manager within the Bossier City Public Utilities Department. He works with his team as part of the Public-Private Partnership (P3) initiative that was established between Manchac and the City of Bossier, Louisiana. Darin is a Centenary College graduate with a Master’s degree in Business Administration.
Before working for Manchac, he retired after working 25 years, from the position of Division Manager over one of the largest water systems in North Louisiana. He has nearly 35 years of experience in municipal utility management performing operations and maintenance guidance to his utility employees, as well as to other Water Utilities. Other municipalities and related organizations contact Darin frequently for advice when they are experiencing issues or have questions regarding their similar processes and systems, as well as for regulatory guidance, etc. Darin has years of experience in infrastructure / asset management, process optimization, budget management and regulatory compliance.
He is Class IV Certified by the Louisiana Office of Public Health, Engineering Section, in all disciplines of Water and Wastewater. Darin has decades of experience developing Emergency Response Plans, Standard Operating Procedure Manuals, preparing and maintaining Risk Management Plans and Programs, as well as preparing regulatory-related reports and assessments.
In 2012, he received the Stanford Who’s Who Distinction Award that is given to professionals to acknowledge their achievements and the positive impact that they have made in their prospective industries throughout their lifetime. In 2017, he was nominated and accepted into Marquis Who’s Who for his demonstrated leadership, excellence and longevity in the field of science and engineering. This recognition is comprised of the top 3% of professionals in the world.


Chris Lacroix, P.E.
Senior Project Manager
Chris is a registered professional civil engineer with more than 21 years of experience in Civil and Environmental Engineering. Chris is a Senior Project Manager in Manchac’s Baton Rouge office where he designs and manages projects focused on water/wastewater treatment plant design, wastewater pump station design, civil design, energy efficiency and conservation strategy plans and studies.
Upon receiving his Bachelor of Science degree in Environmental Engineering in 2000 from Louisiana State University, Chris worked for six years with a sanitary sewer system evaluation company and acquired significant experience in SSES projects. Chris has utilized his experience in sanitary sewer evaluation surveys to implement sewer system rehabilitation projects. He is NASSCO PACP, LACP, and MACP Certified.


Chris Chandler
Lead Civil Designer
Chris has over 21 years of experience in surveying, civil and environmental engineering. His experience includes the following activities: preliminary design, final design and conflict management of residential and industrial subdivisions, highways, commercial parks, master plans and developments, storm water, municipal water and waste water projects, hydrology, grading, drainage and hydraulic analysis of flood plains. Chris specializes in master planning and design management of civil engineering projects. He provides direction and technical support to field crews and GIS technicians in his role. He has been an Autodesk Gold partner for the last eleven years working closely with Autodesk Developers in their Alpha and Beta programs. His certifications include the following: Trimble Certified Mapping for GIS TerraSync and Pathfinder Office Certificate, Bentley Institute Water Distribution Design and Modeling Certificate, Bentley Institute SewerGEMS/SewerCAD, Sewer System Modeling Certificate, and many more through ESRI and Autodesk.


Chandler Warren, E.I.
Engineering Intern
Chandler joined Manchac Consulting Group’s Bossier City operations as a Civil Engineering Intern. He is a 2014 graduate of Louisiana State University with a Bachelor of Science degree in Geology. Currently, Mr. Warren is pursuing his Bachelor of Science in Civil Engineering from Louisiana Tech University with an expected graduation date of December 2022. Since joining the Manchac Team, Chandler is responsible for assisting the water treatment division with engineering design and construction management services. He has worked with surface water systems and ground water systems throughout northern Louisiana to enhance their water treatment and distribution processes.


Brian Radford
Water & Sewer Maintenance Division Manager
Brian is the Water and Sewer Maintenance Division Manager overseeing the City of Bossier City Public-Private Partnership. He has over 33 years of water and sewer maintenance experience. He has previously worked with the City of Shreveport as Operations and Maintenance Manager and the City of Bossier City as Assistant Superintendent. He holds the Louisiana Department of Heath’s (LDH) Operator Licenses for Water Distribution IV, Wastewater Collection IV, Water Treatment II and Water Production II. Brian also has experience in water mains, service lines, fire hydrants, valves, gravity sewer and force main and manhole repairs.


Brandon Walsworth
Lead Mechanical Designer
Brandon has acquired more than 21 years of experience in mechanical, industrial and civil drafting and design. Brandon has completed DOTD bridge design projects, chemical process and piping projects, and for the last 10 years, municipal infrastructure projects. His experience while at Manchac Consulting Group has ranged from process and mechanical design of large grass-root municipal wastewater treatment plants, rehabilitation projects at existing water/waste water treatment plants and lift stations to civil design specializing in municipal park and pedestrian improvements. Along with his role as lead mechanical designer, Brandon also manages Manchac’s CAD department where he overseas drawing production and record management.


Ben Rauschenbach, P.E.
Senior Project Manager
Ben is our Bossier City Operations Leader and one of the firm’s Senior Project Managers. Ben manages Bossier’s Public Utility Department as well as serves as the City’s Engineer. Ben is a registered Professional Engineer with over two decades of experience in the civil engineering field. He is a graduate of Louisiana Tech University with a bachelor’s degree in Civil Engineering and is a Class 4 Certified Water and Wastewater Operator. Ben’s vast experience includes public infrastructure operations and management, water and wastewater treatment plant design, water distribution system improvements/expansion, water storage facilities design, including elevated and groundwater reservoirs, and has wastewater collection system design and rehabilitation expertise. He has immense experience in structural building and foundation design and in preparation of regulatory permits to develop and implement numerous successful civil design projects and studies to final closeout. He has led Bossier’s Public Utility management team to produce a net savings of $3M annually in utility operations for Bossier City and, as City Engineer, has oversight of Bossier’s $150M capital improvement program.
Ben received the Young Engineer Award from the Louisiana Engineering Society in 2011 and was again honored to receive the Young Professional of The Year Award from the Shreveport Chamber of Commerce the same year. From 2004 to 2019, Mr. Rauschenbach served as a member of the Bossier Metropolitan Planning Commission Board.


Andrew Leblanc, E.I.
Project Engineer
Andrew is a native of Lake Charles, Louisiana and serves as a Project Engineer in Manchac’s Lake Charles office. He is a May 2017 graduate of Louisiana State University with a Bachelor of Science in Mechanical Engineering and specialization in Thermal and Fluid Systems. Andrew provides engineering design support in several fields including potable water production, treatment, and distribution, as well as wastewater collection and treatment. In his 4 years of experience, Andrew has overseen the implementation of numerous projects benefiting the public and private utility systems of southwest Louisiana and beyond.

Christian has over 9 years of experience in surveying, civil, architectural, and industrial design. While working for DOTD, he provided direction and technical support to field crews and GIS technicians in his role.
