Resident Inspection Services
The Port of Caddo-Bossier is a “smart” industrial park that works well for business relocation, business expansion, and business start-up. It is one of the most accessible inland ports because of its ideal location. It is also a multi-modal transportation and distribution center that links customers throughout the region to domestic and international markets. Manchac Consulting Group, Inc. provided Resident Inspection to all of the Port’s construction projects and general construction management services.
Bossier Membrane Water Treatment Plant Construction Management and Resident Engineering
Manchac Consulting Group, Inc. was hired by Bossier City in September of 2010 to provide general engineering services during construction for their Water Treatment Plant Expansion Project. The project consisted of a new 25 MGD Membrane water treatment process, a new superpulsator clarifier, ozone contact chamber followed by Granular Activated Carbon (GAC) filtration, and a new finished water blend station/backwash water pump station. The existing WTP, which provided about 23 MGD via conventional treatment, was refurbished. Construction was completed in 2013, and Bossier City now has 50 MGD of capacity.
Day-to-day responsibilities of Manchac staff at the site consisted of:
- Evaluating supply, treatment, distribution, and storage systems
- Preparing O&M manuals
- Computerized water model hydraulic analysis of water system
- Preparing sampling plans
- Answering RFIs
- SCADA design and assistance
- Disinfectant byproduct control
- Developing CAD/GIS drawings
- Shop drawing review
- Preparation of field orders, work change directives, and project status reports
- Construction consultation, direction and inspection
- Approval of contractor pay applications
- Change order negotiations
- Project record drawings

Enterprise Blvd Phase I Resident Inspection Services
Manchac was retained by the City of Lake Charles to provide third party inspection services for the Enterprise Blvd Extension and Expansion Project. This project included four lane road construction with associated water, sewer and drainage relocation.
